The important thing to realize is that a double-bladed scimitar gives the same expected dpr as two shortswords with the Two-Weapon Fighting Style. With that said, all that Revenant Blade gives you is +1 AC (also allowing sneak attack with the weapon, but that is a small boost considering shortswords are already an option).
