Ive done it at least 10 times with the yog cleaver and it has not completed that step. Okay this one took a few tries to figure out, but basically you have to use the god tool to harvest a body until it turns into a loot bag. Not just once for your token, but two/three times. I'm stuck and have also been using the Yog cleaver.
