With the deck on it doesn't because when lifted the deck can't lift any higher because the lift stops on the deck contact the bottom of the frame. I've lived with it all these year.To do this you need to pull the pedal up by hand as far as it goes with one hand and lock the deck transport height handle/lever in the up position. Also make sure your deck height knob is in the middle (area with no numbers). From the back of the tractor above the left rear tire look at the 3 pth lift arm and you should see the rod that has a nut on it that goes forward to a rotating arm that lifts the mower deck linkages. Make sure everything is working with all those linkages. Thats the best I can describe it to you.

When shifted one way, it should be free, turning very easily. When shifted the other way, it should be connected to the PTO driveshaft, clutch, and turn much harder.
