You can test the float needle valve with the carb off the bike and the bowl removed by lightly holding the rubber tipped needle valve in the seat to see if it seals. If it doesn't, figure out why. If it seals, I'd check and recheck your float height then. The float is letting too much fuel in before closing the valve.

Here's what I got 36mm shorty carb, you will need a new motion pro cable. Ask for the soft throttle spring. I bought one from them but it has a 90 bend on the cable coming out of the carb.
