It doesn't divide players into tiers, it just makes your MMR gravitate to certain number unless you're doing extraordinaly bad or extraordinaly good.

The MMR system currently in place for Hunt is not ideal, however. Having arbitrary statistics drive your rating (low rank kills high rank) is not a good determining fact of individual skill. There needs to be more variations involved to better mix up the matchmaking, allowing lobbies to have a healthy mix of player skill.
